INTRODUCTION

Library literature in the last few years has begun to reflect librarians’ experience with serving hitherto unserved populations in a variety of library settings. This bibliography selects some useful material for guidance in developing or upgrading services to patrons with special needs. The bibliography is in alphabetical order by author, and has a subject index at the end.

Reprinted from Empowerment, 2(1), Summer 1990, the policy is modeled on the ALA “Minority Concerns Policy” and promotes 15 activities to remove barriers to traditional library services for poor people. These activities include removal of fees and overdue charges, dissemination of appropriate information about and for low-income patrons, funding for legislative programs in support of low-income services, training for librarians on generating public funding to improve services to poor people, incorporation of low-income services into regular library budgets, increased public awareness of the importance of library services for poor people, community needs assessment, direct representation of poor people on library boards, training to sensitize library staff to issues affecting poor people, cooperation among librarians, and other proactive strategies.

The oldest known population group in northern Scandinavia are the Sámi, who have their own language and dialects in which the emphasis is on speech, rather than writing. Research regarding library services to the Sámi reveals that although approximately 250 Sámi-language books were published between 1973 and 1989, librarians have found it difficult to acquire Sámi-language books because publishing is widely dispersed and poorly publicized. Language barriers also create problems in serving Sámi clientele in libraries. It is suggested that since inhabitants of the Sámi area use libraries as frequently as inhabitants of other areas in Scandinavia, librarians should take action to promote Sámi-language media (especially recordings and film) in order to facilitate the survival of the Sámi culture.
